GD Resources LLC is seeking experienced Painters to support facility maintenance, renovation, and improvement projects at the Dallas VA Medical Center in Dallas, Texas. The selected candidates will perform professional painting, refinishing, surface preparation, wall covering installation, and related maintenance activities throughout a large healthcare facility.

This position requires skilled trades professionals capable of performing high-quality finishing work while following safety requirements, VA facility procedures, and industry best practices.

Position Summary

The Painter is responsible for performing a wide range of painting, refinishing, restoration, and surface preparation activities associated with new construction, renovation projects, remodeling, and general facility maintenance.

The selected candidate will paint and refinish interior and exterior surfaces throughout the medical center, including offices, patient care areas, corridors, dining areas, living quarters, administrative spaces, and facility support buildings.

The Painter will also perform specialized finishing tasks, including furniture refinishing, glazing, caulking, wall covering installation, sign painting, color matching, and preparation of coating materials.

The successful candidate must demonstrate strong attention to detail, knowledge of painting techniques, and the ability to work safely in a healthcare environment.

Key Responsibilities Painting and Refinishing
  • Perform professional painting services for:

    • New construction projects.

    • Renovations and remodels.

    • Facility improvement projects.

    • General maintenance activities.

  • Paint and refinish:

    • Offices.

    • Patient rooms and wards.

    • Corridors.

    • Dining halls and rooms.

    • Living quarters.

    • Maintenance and shop buildings.

    • Other facility areas as assigned.

  • Apply paints, coatings, stains, sealers, primers, and protective finishes using appropriate techniques and equipment.

Surface Preparation

Prepare surfaces prior to painting and finishing, including:

  • Cleaning and repairing surfaces.

  • Removing old paint, coatings, or damaged finishes.

  • Sanding, smoothing, and preparing surfaces.

  • Applying spackling, joint compound, fillers, and patching materials.

  • Filling cracks, holes, and imperfections.

  • Shaping and smoothing surfaces for proper finish application.

  • Applying primers and pre-coating agents.

Ensure all surfaces are properly prepared to achieve a professional and durable finish.

Furniture and Equipment Refinishing

Perform refinishing and coating applications on:

  • Wood furniture.

  • Metal furniture.

  • Cabinets.

  • Desks.

  • Chairs.

  • Operating room equipment.

  • Laundry equipment.

  • Other facility furnishings and equipment.

Apply appropriate preparation and finishing methods based on surface type and coating requirements.

Wall Covering and Decorative Finishing

Perform specialized finishing activities, including:

  • Installation of vinyl wall coverings.

  • Hanging wallpaper and decorative materials.

  • Taping and bedding drywall surfaces.

  • Repairing wall surfaces prior to covering installation.

  • Coordinating with facility representatives regarding wall finishes and appearance requirements.

Glazing, Caulking, and Glass Installation

Perform glazing-related duties, including:

  • Caulking windows and air-conditioning equipment openings.

  • Removing and replacing damaged glazing materials.

  • Cutting and installing glass when required.

  • Applying sealants and weatherproofing materials.

Color Matching and Coating Preparation
  • Mix and prepare paints, coatings, and finishing materials.

  • Perform tinting, toning, blending, and color matching.

  • Adjust coating materials using appropriate additives.

  • Coordinate with facility representatives or interior design personnel regarding colors and finishes when required.

Additional Maintenance Support

Support facility operations by performing:

  • Stencil cutting and application.

  • Sign painting.

  • Safety markings and street markings.

  • Equipment cleaning and maintenance.

  • Proper care and storage of painting tools and equipment.

  • General support for renovation and maintenance activities.

Coordination and Communication

The Painter will coordinate daily activities with VA personnel while remaining under the management and supervision of GD Resources LLC.

Responsibilities include:

  • Reporting to the VA Contracting Officer's Representative (COR) each workday for assignments.

  • Coordinating work schedules and activities with VA personnel.

  • Communicating progress and completion status.

  • Following assigned priorities based on facility needs.

  • Maintaining professional communication with Government representatives.

Reporting and Documentation Responsibilities

At the conclusion of each shift, the Painter shall provide the COR with updates regarding:

  • Specific tasks completed.

  • Preventive maintenance or facility improvement activities performed.

  • Location of work completed.

  • Materials or replacement items used, when applicable.

  • Items requiring additional attention.

  • Name(s) of personnel performing the assigned work.

Personnel must also complete daily timecards documenting all hours worked. GD Resources LLC will compile and submit time records with monthly billing documentation as required.

Work Schedule

The standard work schedule is:

  • Monday through Friday

  • 8:00 AM to 4:30 PM

  • Approximately 80 hours per pay period

Work shall be coordinated with VA personnel before beginning assignments.

Any work performed outside normal business hours must receive prior approval from the Contracting Officer Representative (COR), Contracting Officer, or authorized Government representative.

Overtime is not permitted unless approved in advance through the appropriate Government authorization process and contract modification procedures.

If mutually agreed upon by the Government and GD Resources LLC, an alternative work schedule may be implemented.

Minimum Qualifications

Candidates must possess:

  • Demonstrated professional painting experience.

  • Knowledge of commercial, industrial, institutional, or healthcare facility painting practices.

  • Experience performing surface preparation, coating application, and finishing work.

  • Ability to apply various paints, stains, sealers, primers, and protective coatings.

  • Ability to perform wall repair and finishing tasks.

  • Ability to read and follow work instructions.

  • Strong attention to detail and commitment to quality workmanship.

  • Ability to communicate effectively in English.

Required Core Competencies

Personnel performing services under this contract must demonstrate competency in:

Only qualified personnel possessing the required knowledge, skills, and abilities may perform work under this assignment.

Safety Requirements

Painters must comply with all applicable safety requirements, including:

  • OSHA regulations.

  • VA safety policies.

  • Facility infection prevention procedures.

  • Proper handling of paints, chemicals, and coatings.

  • Safe operation of ladders, equipment, and tools.

Personal Protective Equipment (PPE)

Painters are required to wear appropriate PPE, including:

  • Arc-rated or natural fiber long-sleeve shirts and long pants.

  • OSHA-approved steel-toe work boots.

  • Hearing protection.

  • Eye protection.

  • Additional PPE required for specific tasks.

Training and Onboarding

Prior to beginning work, selected personnel will complete required VA onboarding activities, including:

  • Facility safety training.

  • Basic VA orientation.

  • Site-specific procedures.

  • Any additional training required by the medical center.

Physical Requirements

This position requires the ability to:

  • Stand, walk, bend, kneel, and climb for extended periods.

  • Lift and move painting materials, tools, and equipment.

  • Work from ladders, lifts, scaffolding, and elevated surfaces.

  • Perform repetitive hand and arm movements.

  • Work indoors and outdoors.

  • Work in areas such as patient care spaces, mechanical areas, basements, and facility support areas.

  • Safely work around odors, dust, chemicals, and other workplace hazards.
