The State Water Resources Control Board’s Division of Water Rights has an opening for Environmental Scientists in the Instream Flow Section. The position is located at 1001 I Street, 14th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with after July 1, 2026.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Familiarity with California's water rights system and/or water quality regulatory framework
  • Familiarity with hydrological modeling tools or geographic information systems (GIS)
  • Experience reviewing or developing stream flow rating curves or operating stream gages
  • Strong technical writing skills, including preparation of reports, analyses, or policy documents
  • Experience presenting technical information to diverse audiences, including the public or decision-makers
  • Ability to prepare clear and well-organized briefing materials or comment letters
  • Familiarity with CEQA or other environmental review processes
  • Experience managing contracts, grants, or cooperative agreements
  • Ability to work both independently and as part of a collaborative team
  • Strong organizational skills with the ability to manage multiple priorities and deadlines

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than (two pages) 2 pages in length, using Arial font and size 12 , and normal margins.

  1. Instream Flow & Watershed Analysis – Describe your experience conducting environmental, biological, or natural resource analyses.
  2. Technical Writing & Report Preparation – Explain your approach preparing technical documents, reports, orders, or policy documents. In your response, please provide examples of documents you have been involved in writing.
  3. Stakeholder Coordination & Public Engagement – Describe your experience working collaboratively with external partners, agencies, or the public on a project or issue.
  4. CEQA or Regulatory Compliance – Describe your experience working within an environmental review, permitting, or compliance framework.
